      Sets a system property from a name=value String. If no '=' is found, the property is assumed to be a Boolean flag with value true.
      Parameters:
      nameValue - the non-null name=value String
      Returns:
      the found name
      Throws:
      IllegalArgumentException - if nameValue is null
